Grrr! I recall telling a father that it wasn't safe for his 2 year old to hang onto the back of him whilst seated on the rack at the back of the bike upon a heap of folders!! The law doesn't cover that! *off on one* And what about taxis? And what about the families who have more than one car who can't meet to swap car seats?
